vc--apply-to-other-working-tree: Handle 'diff-default-read-only'.
* lisp/vc/vc.el (vc--apply-to-other-working-tree): Bind
inhibit-read-only to non-nil to handle the case when
diff-default-read-only is non-nil (bug#80128).
