Add all exceptions up to Python 3.13 as keywords

(python-font-lock-keywords-maximum-decoration)
(python--treesit-exceptions): Add all built-in exceptions in Python 3.13
as keywords. Missing from the list was "BaseExceptionGroup",
"EncodingWarning", "ModuleNotFoundError", and "PythonFinalizationError".
