Revert change in Tramp inotifywait

* lisp/net/tramp-sh.el (tramp-sh-handle-file-notify-add-watch):
Revert use of "-P", it doesn't exist in older inotifywait versions.

* test/lisp/filenotify-tests.el: Deactivate instrumentation.
