Move ULIMIT_BREAK_VALUE from src/s to configure

* configure.ac (ULIMIT_BREAK_VALUE): Move here from src/s.

* src/s/gnu-linux.h, src/s/irix6-5.h: Let configure set ULIMIT_BREAK_VALUE.
