batch write-region no longer says "Wrote FOO"
This cuts down on 'make' chatter a bit.
* doc/lispref/files.texi (Writing to Files):
* etc/NEWS: Document this.
* src/fileio.c (Fwrite_region):
Don't output "Wrote /whatever/foo.elc" if noninteractive.
