Make toolbar show keyboard equivalents in its tooltips

* src/keyboard.c (parse_tool_bar_item): Add equivalent key binding to
the tooltip string of toolbar buttons.
* etc/NEWS: Announce it.
* etc/TODO: Remove its entry.  (Bug#36156)
