* Makefile.in (getdate.o): Added explicit target for this, so we
can indicate that it depends on ../src/config.h.
* Makefile.in (CONFIG_CFLAGS): Let the configure script edit this
instead of CFLAGS.
(CFLAGS): Add -Demacs and -I../src to CONFIG_CFLAGS to produce this.
