Fix whitespace eob cleanup
* lisp/whitespace.el (whitespace-empty-at-eob-regexp): Match any number
of empty lines at end of buffer.
* test/lisp/whitespace-tests.el (whitespace-cleanup-eob): New test.
(whitespace-tests--cleanup-string): New helper function for tests.
