Change type of `rehash_threshold' and `pure' fields in hash-tables

* src/lisp.h (struct Lisp_Hash_Table): Change type of
`rehash_threshold' and `pure' fields and move them after `count'.
* src/fns.c (make_hash_table): Change type of `rehash_threshold' and `pure'.
