Fix spurious "cl--defsubst-expand might not be defined at runtime"

* lisp/emacs-lisp/bytecomp.el (byte-compile-eval): Adjust to long-ago
changes to the format of load-history.
* src/eval.c (Fautoload): Remember previous autoload status in load-history.
