Better check for multi-hops when calling direct async processes

Move them from here ...
* lisp/net/tramp.el (tramp-multi-hop-p, tramp-compute-multi-hops): ... here.
(tramp-direct-async-process-p): Use `tramp-compute-multi-hops'.
