paragraphs: recognise more Unicode characters as end of sentence
* lisp/textmodes/paragraphs.el (sentence-end-base): Include an
ellipsis (…) and interrobang (‽) characters as end of a sentence,
and a closing single quote (’) as an end of a quote.
