Improve `forward-sexp' in *Help* buffers
* lisp/help-mode.el (help-mode-syntax-table): New variable (bug#39134).
(help-make-xrefs): Use it to make picking out symbols in curved
quotes work reliably.
(help-xref-on-pp): Ditto.
