Propagate remote process environment.
* net/tramp-sh.el (tramp-sh-handle-start-file-process)
(tramp-sh-handle-process-file): Propagate `process-environment'.
* vc/vc-hg.el (vc-hg-state): No special handling for remote files;
Tramp propagates environment variables now.
