Remove nt/msysconfig.sh
* configure.ac [MINGW32]: Source nt/mingw-cfg.site. * make-dist: Don't distribute nt/msysconfig.sh. * nt/msysconfig.sh: Remove. * nt/INSTALL: Update for this. * nt/mingw-cfg.site: Comment.
