Fix version string in top-level MSDOS Makefile.

 msdos/mainmake.v2 (version): Update due to change in emacs.c.
 src/emacs.c <emacs_version>: Add a comment regarding msdos/mainmake.v2's
 dependency on the syntax of this declaration.
