Improve directory-access diagnostics
* src/callproc.c (init_callproc): Diagnose I/O errors,
access errors, etc. for the game directory.
* src/charset.c (init_charset): Improve quality of diagnostic
when the charsets directory has I/O errors, access errors, etc.
