Add Quick Start Guide to Tramp manual

* doc/misc/tramp.texi: Use consequently "@value{tramp}" and
"MS Windows".
(Quick Start Guide): New node.

* doc/misc/trampver.texi:
* lisp/net/trampver.el: Change version to "2.3.3-pre".
