Add dwim function for inserting @ref variants

* lisp/textmodes/texinfo.el (texinfo-insert-dwim-@ref): New function.
Insert @ref variant based on surrounding context.
(texinfo-mode-map): Add binding for texinfo-insert-dwim-@ref.

* etc/NEWS: Describe new texinfo dwim reference functionality.
