* lisp/time-stamp.el (time-stamp-format, time-stamp-pattern): Reformat
doc strings for clarity.
(group time-stamp): is a subgroup of "files", not "data".
The "data" group seems to be for editing non-text files.
* test/lisp/time-stamp-tests.el: Fix tense of some doc strings.
