vc-clone: Make interactive; call vc-guess-url-backend
* lisp/vc/vc.el (vc-clone): Make interactive. Call
vc-guess-url-backend. Always return DIRECTORY if it names a
directory. New optional argument OPEN-DIR.
(vc--remotes-history): New defvar.
* etc/NEWS: Announce these changes.
