New macro connection-local-p

Add macro 'connection-local-p'.
* etc/NEWS: Add macro `connection-local-p'.

(connection-local-value): Add debug declaration.

* lisp/net/tramp-crypt.el (tramp-crypt-cleanup-connection):
Bind `tramp-crypt-enabled'.
