Optionally add new empty file to Dired subdirectory

* etc/NEWS: Announce new Dired user option.
* lisp/dired-aux.el (dired-create-empty-file-in-current-directory):
New user option.
(dired-create-empty-file): Use it. Update and clarify doc string.
