Fix `G c' in Gnus group buffers for non-ASCII text
* lisp/gnus/gnus-cus.el (gnus-group-customize): Decoding is
superfluous here -- everything is utf-8 already.
(gnus-group-customize-done): Don't double-encode the text (bug#37901).
