Standardize calc bug reporting instructions

* doc/misc/calc.texi (Reporting Bugs): Use standard commands.
* lisp/calc/calc-misc.el (report-calc-bug, calc-report-bug):
* lisp/calc/calc.el (calc-bug-address): Change to be
obsolete aliases for standard Emacs bug reporting items.
