Simplify bitmap reallocation on Android
* java/org/gnu/emacs/EmacsView.java: Update outdated commentary.
(handleDirtyBitmap): Don't copy contents of the previous bitmap
to the new.
(onLayout): Unconditionally expose upon layout changes.
