Drop docstrings from cl-defsubst produced inline bodies (Bug#27748)

* lisp/emacs-lisp/cl-macs.el (cl-defsubst): Use macroexp-parse-progn
to drop the docstring.  Add a simple docstring to the compiler-macro.
