Minor change in "Mode Line" section of Emacs manual

* doc/emacs/screen.texi (Mode Line): Mention tooltips shown when
hovering the mouse over the mode line.  Suggested by Eduardo
Mercovich <eduardo@mercovich.net> in emacs-manual-bugs@gnu.org.
