Clarify "idleness" in the ELisp manual
* doc/lispref/os.texi (Idle Timers): Clarify that waiting for input with timeout doesn't make Emacs idle. Suggested by Ignacio <ignaciocasso@hotmail.com>. (Bug#54371)
