(init_system_name) [HAVE_SOCKETS]: Don't canonicalize the name. Don't create a new string if the current value is already correct. 
Also, the system-name variable is now obsolete.

There isn't even anything wrong in general with writing 'a <= b' if A happens to be a constant. At any rate stylistic changes shouldn't be done like this without discussion.
