Omit ‘#include "foo.h"’ unless the file needs foo.h (Bug#21707).
In a few cases, add ‘#include "foo.h"’ if the file needs foo.h
but does not include it directly.  As a general rule, a source
file should include foo.h if it needs the interfaces that foo.h
defines.

systime.h.
* src/atimer.c: Don’t include blockinput.h.
* src/buffer.c: Include coding.h, systime.h.  Don’t include

Previously, on non-MS-Windows platforms the code treated most
readdir failures as EOF.  This was incorrect, e.g., when readdir
fails with errno == EOVERFLOW.  Signal an error instead.
* dired.c (read_dirent):
New function, which signals an error when readdir fails.
(directory_files_internal, file_name_completion): Use it.
