Update Makefile and docs for new Spanish refcards

* etc/refcards/Makefile (PDF_SPANISH, PS_SPANISH): New variables.
(PDF_TARGETS): Use above new variables.
(spanish, spanish-ps): New targets for Spanish translation.  (Bug#76300)
